Planning and delivery of capacity-building to education faculty members & improvement of pre-service teacher education programs

         The Palestine Liberation Organization for the benefit of the Palestinian Authority has received additional financing to the Tertiary Education Project in the amount of US$ 5million equivalent from the World Bank to support the improvement of pre-service teacher education programs offered by Universities and Colleges in both the West Bank and in Gaza.
The additional financing allocates a total of US $4.2 million to the Quality Improvement Fund (QIF). As part of the QIF, Hebron University and its partners have received a grant, on a competitive basis, to support the improvement of pre-service teacher education programs and to build the capacity of the college of education faculty members in the following project:

Improving the Quality of Education Programs for Higher Basic Stage – Social Sciences Major

To make this grant effective, Hebron University is required to select a qualified international higher education institution to provide the required support to Hebron University and partners in implementing the proposed improvements.
The services of the international higher education institution will include:
(i) Assist in the development and participate in the delivery of capacity-building for college of education faculty members;
(ii) Advise the participating faculty members with reforming and updating of PRESET programs in their own institutions;
(iii) Host faculty members from the local cluster TEIs to observe good practice in teaching and teacher education;
(iv) Help participating faculty to develop the pedagogical content knowledge relevant to their subject areas.

The assignment(s) is expected to commence in November 2010.

Hebron University now invites eligible consultants (higher education institutions) to indicate their interest in providing the services mentioned above. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.

A consultant will be selected for the above mentioned project in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (dated May 2004 and revised in October 2006) and will be based on Consultants’ Qualification Selection (CQS).
